Why Do We Depend on Politicians to Tell Us What to Do in an Emergency?

As Hurricane Harvey barreled toward Houston, the mayor said do one thing and the governor said do another. I’m just over here wondering why rational people depend on politicians to tell them what to do when faced with an impending disaster.
